You can't even take money out of your steam wallet, unless it is used to pay for games or in-game items that are should through the steam servers.
Just a note: you don't need to make a Paypal account to make a donation to the servers. A Paypal account is used only if you want to make much faster donations and not have to input the same information every time. All you need to donate is a debit card, credit card, etc. Once you have either one, then just use the usual donation command and then start filling out the information. Once you've done all of that, then you're good to go and you have officially donated.
We use the donation money to cover operating costs. The hosting we currently use doesn't accept Steam Wallet cash.
how about this you buy some one a steam game and some one buys the rank you want depending on how much the game is. so if you want a vip+ all you have to do is buy them a $30 game. its a win-win for you and the person who gets a game.
